ABSTRACT

The purpose of this article is to understand the character of the Commissaire of the Directoire exécutif through his role in the department of Haute-Garonne during the Royalist insurrection of year VII. Under the situation where numerous riots and various incidents against the Republic lead to the monarchical uprising, the major role of the commissaire is coercive encouragement. While he cannot make independent decisions and issue administrative orders, the commissaire orders specific actions under the pretext of supervising the application of the higher law. Therefore, it should be understood through concrete examples of its characteristics that may vary depending on the area of activity, rather than simply considering it as the embodiment of legicentrism rather than administrative centralization, in terms of the exact application of laws.
