Simulation Analysis of Assessing Land Subject to Purchase by the Change of Criteria for Land Purchase in Urban Natural Park Areas

This research investigates the current operating land purchase system in urban natural park areas and derives its limits. Since the criteria for land purchase based on 「ENFORCEMENT DECREE OF THE ACT ON URBAN PARKS, GREEN AREAS, ETC.」 has been changed, this research intends to support the local countermeasure by analysing how distribution and scale of the land claim changes and how much the individual land price increased in local areas. According to the data from KLIS (Korea Land Information System) operated by Ministry of land, Infrastructure and Transport, we simulated 22,620 fields in nationwide urban natural park area (178㎢) with the average officially assessed individual land price among the criteria for land purchase. Applying the ratio less than 50%, 70% and 100% individually in the same land use and same administrative districts Eup・Myeon・Dong, the purchasable land areas increased from 43.5% to 60.7% after amending statute. Also, total amount of the officially assessed individual land price of claimed land increased from 5.9% to 14.6% of the total land price for the entire urban natural park area. In case that local governments issue municipal bonds and purchase the land in urban natural park area, it was analysed that the ratio of the officially assessed individual land price in total is also increased from at least 0.1%p to up to 40.3%p for each city and province, compared to the estimated amount of local bonds.
