Analyzing Internal and External Conditions of Private Arts Organizations for Their Active Participation in Arts and Culture Education Partnership

ABSTRACT

Determined that limited involvement of only a portion of public organizations restrains the system of delivering arts educational contents, this study seeks practical use of private sectors, especially private arts organizations, in supplying arts and culture education program oriented towards the whole nation. For that, private arts organizations are addressed in relation to participation in arts and culture education partnership. Internal and external opportunities and challenges are analyzed, as well as utilization of resources, and their current status of relationship structure. As for a method of the research, staffs from the private organizations with experiences of forming such partnerships are interviewed in effort of a deeper study. As result, all interviewed private arts organizations showed high rate of utilizing internal human resources, in contrary to poor status of using their financial resources. However, finances from external sources were rather actively used, as well as the human and material resources. Difference in awareness of the stakeholders regarding the arts and culture education and conflicts from overloading work amount were pointed out as internal obstacles. For obstructive factors from the outside, there were overly proud attitude of some of the supporting organizations, problems about performance evaluation, and differences toward the definition of “arts and culture education” between the supporting organizations.
