A Study on Characteristics and Management of Records of Architectural Cultural Properties

Records of architectural cultural properties, in case of accidents, show who are to blame, present what evidences are to establish the cause, and also are used for checking if there were any problem in policies and regulations in preserving and caring architectural cultural properties. These records are of great importance in their roles and are of essential use regardless of time and space. Considering its significance, In that architectural cultural properties requires setting clear goals and directions and as well, criteria, for management, we need methods of systematical control and consideration for its characteristics. This research started with the sense of purpose that managing architectural cultural properties are in need of systematic and concrete control, based on the perception that they need protecting and transmitting. The goal of this thesis is to work on the current archiving status of architectural cultural properties by monitoring patterns and processes in archival administration, to diagnose problems by looking into the records creation and management, and to present the improvement plan which would lead to the architectural cultural properties' more efficient management and better use in the future. The management of architectural cultural properties begins with registering and assigning. Cultural Heritage Administration is in charge of control, supervision, and budget and local governments deal with direct management. Accordingly, records are by the hands of each local governmental body. Currently, each cultural property has its management depending on every different working environment in each governmental body. Architectural cultural properties needs managing in one body through the synthetic and unified, concrete and systematic manual and guide for management. Archiving architectural cultural properties have need of unitive management through a professional system, considering the physical characteristics and history of archiving. Unified management system will enhance efficiency and actual use of architectural cultural property records if one governmental body undertakes uniting records through standardization and professional supervision, and data-based unified search engine would enhance efficiency and actual use. Therefore, I suggest that Archives for Architectural Cultural Properties should be established as a professional Archives and wholly responsible body for the purpose of systematically and unifiedly managing architectural cultural property records with professional personnel and facility and transmitting their historical, cultural, and academic value. In Korea, studies up to the present have mainly focused on managing architectural records and records of drawing while few efforts were made to directly deal with managing architectural cultural properties themselves. The focus of this thesis is to study the current status and establish problems of the management of architectural cultural properties in administrative process, and as a result, to propose to establish Archives for Architectural Cultural Properties as a professional archives.

Analysis of improvement directions on the Current Appraisal System of Public Records in Electronic Record Environments: Focusing on Appraisal Methods and Appraisal System

Appraisal in electronic record environments is performed focusing on not content but function in which the records are created. Functional appraisal is practically supported in that electronic records composed of 0 and 1 of the bit-stream is unable to be evaluated individually. But the most important reason functional appraisal is performed in electronic record environments is that functional appraisal can select electronic records which assure business context and recordness, and need to run organization and perform business. In Korea, functional appraisal has adopted in course of renovation of national record and archive management system, but methods and logics of functional appraisal have numerous problems. To do so, this article discusses current appraisal system and methods of korea which has renovated confronting with electronic record environments, and then proposes the improvement directions on appraisal system and methods of Korea in electronic record environments from the perspective of long-term views. In this respect, this article proposes the improvement directions on current appraisal system and methods of Korea as follows. First, business functional analysis of each agency in functional appraisal should greatly strengthen. Second, it is necessary to devise proper methods for selecting primary values at current stage of electronic records, and to reinforce appraisal of records as knowledges and informations. Finally, functional appraisal, which inevitably carries out for appraising electronic records, has defects in aspect of selecting archives important in a national point of views. Therefore this article suggests the necessity of archival appraisal strategies that complement functional appraisal. This appraisal system is able to establish a base of the regime of archival appraisal which will harmonize primary value at current stage with secondary value at non-current stage in a national point of views.

Record management in Great Han Empire

Appearing newly on June 1894, Gaboh regime enforced modern reformation policy. In light of archives' management, it was totally different from before. Government established individual department of record management in every division and proclaimed a legislative bill which was stipulated about record management process. They modified archives' form including peculiar declaration of the name of an era and use together with Korean and Chinese. Also they tried to conserve the original copy of the archives. As King Gojong announced the Great Han Empire(Taehan Cheguk, 大韓帝國) on October 1897, he reinforced Gaboh regimes' weakened royal authority and enforced reformation policy which was designed for himself. First he abolished the administration which restricted royal authority, and established new department called Euijungbu(議政府). To restrain the royal power, he separated the Royal House and government and reinforced Gungnaebu(宮內府). In addition, King Gojong enforced the policy which he can manage directly about troops, policies, and finances. Consequently, He established Wonsubu(元帥府), Kyungbu(警部), and made direct belonging of an emperor. Also, department called Naejangwon(內藏院) tried to levy many kinds of taxes directly to build up the financial foundation under the emperor. The record management system of Great Han Empire succeeded to that of Gaboh regimes Times'. First, government and powerful organization directly under the emperor set up the department of record management. Euijungbu(議政府) and governmental department, of course, Gungnaebu(宮內府), Wonsubu(元帥府), Kyungbu(警部), Tongshinwon(通信院), Jikyeahmun(地契衙門) which support the right of an emperor established document division and record division individually. To carry out government's service effectively and systematically, it was considered effective to divide record management department. Moreover, despite the difference between the divisions, they were separated into current record division and non current record division. Generally, document department took charge of acceptance, sending and crafting of current document and archives department was eligible for preservation and compilation of major document and eternal conservation document. This seems to consider life cycle of the record and keep the evaluation of record in mind. Finally, perception for the record management has revealed to modern configuration.

Due to the trend toward computerization of business services in public sector and the push for e-government, the volume of records that are produced in electronic system and the types of records vary as well. Of those types, dataset is attracting everyone's attention because it is rapidly being supplied. Even though the administrative information system stipulated as an electronic record production system is increasing in number, as it is in blind spot for records management, the system can be superannuated or the records can be lost in case new system is developed. In addition, the system was designed not considering records management, it is managed in an unsatisfactory state because of not meeting the features and quality requirements as records management system. In the advanced countries, they recognized the importance of dataset and then managed the archives for dataset and carried out the project on management systems and a preservation formats for keeping data. Korea also is carrying out the researches on an dataset and individual administrative information systems, but the official scheme has not been established yet. In this study the items for managing archives which should be reflected when the administrative information system is designed was offered in two respects - an identification method and a quality requirement. The major directions for this system are as follows. First, as the dataset is a kind of an electronic record, it is necessary to reflect this factor from the design step prior to production. Second, the system should be established integrating the strategy for records management to the information strategy for the whole organization. In this study, based on such two directions the strategies to establish the identification for dataset in a frame to push e-government were suggested. The problem on the archiving steps including preservation format and the management procedures in dataset archive does not included in the research contents. In line with this, more researches on those contents as well as a variety of researches on dataset are expected to be more actively conducted.
