A Study on the Determination of Major Evaluation Items and the Preparation of Report when Evaluating the Environmental Impact of Development Projects around Ardeidae Breeding Habitats

When carrying out development projects around Ardeidae breeding habitats, we intend to devise a plan for sustainable coexistence by presenting measures to select and reduce key evaluation items so that conflicts can be prevented in advance at the environmental impact assessment stage. The results of the study are as follows. The main evaluation items are animal and plant items for preservation of Ardeidae breeding habitats and odor and noise items that can evaluate the effects of odors and noise in Ardeidae breeding habitats. First, the scope of the survey in animals and plants categories is not limited to legal guardian species, but includes egrets breeding and feeding grounds corresponding to major species breeding grounds and migratory birds, and preservation measures are established according to the reduction of the area of breeding and feeding grounds. Second, in the odor category, the irradiation period includes the period when the odor generation is the highest from the end of June to the end of July. The odor evaluation standard is based on the complex odor discharge standard, which is a concentration regulation, and the odor concentration felt by humans shall be 2 to 5OU/m3 and the frequency shall be 2% or less. Third, in the noise category, the timing of the survey is measured every month from May to August, including when the sound of egrets and young birds is combined to maximize noise generation. Since the noise of Ardeidae, a bird in summer, occurs only for a certain period of time, measures are taken to reduce noise by securing separation distances, securing buffer green areas, and installing construction rather than installing artificial structures such as soundproof walls. In order for existing Ardeidae breeding sites to maintain an appropriate density of populations and not move populations elsewhere, it is necessary to manage nesting tree and maintain stable habitat quantity and quality.

Derivation of Data Demand through Analysis of Agreed Terms and Conditions on Environmental Impact Assessment – Focusing on the Water Environment –

The need for improvement is raised due to limitations with environmental impact assessment, and the importance for data-based environmental impact assessment is increasing. In this study, data demand was derived by analyzing Agreed Terms and Conditions in the Water Environment field (Water Quality, Hydraulic & Hydrologic Conditions, and Marine Environment) of environmental impact assessment. Agreed Terms and Conditions on environmental impact assessment in the water environment field were classified and categorized by environmental impact assessment stage (addition to status survey, impact prediction and evaluation, establishment of reduction measures, post-environmental impact survey), and data demand for each type of consultation opinion was linked. As a result of the categorization of Agreed Terms and Conditions, it was classified into 18 types in the water quality, 15 types in the hydraulic & hydrologic conditions, and 17 types in the marine environment. As a result of linking data demand, the total number of data demand was 236 in the water quality, 98 in the hydraulic & hydrologic conditions, and 73 in the marine environment. The highest number of Agreed Terms and Conditions and data demands were found in the water quality for the evaluation item and establishment of reduction measures, specifically establishment of non-point source pollution reduction measures, for the stage. The numbers were judged to be linked to the relative importance of the items and the primary purpose of environmental impact assessment. The derivation of data demand through the analysis of Agreed Terms and Conditions in the environmental impact assessment can contribute to the advancement of the preparation of environmental impact assessment reports and is expected to increase data utilization by various decision-makers by establishing a systematic database.

Adaption of Phenological Events in Seoul Metropolitan and Suburbs to Climate Change

The rapid advance of technology has accelerated global warming. As 50.4 percent of South Korea’s population is concentrated in the Seoul Metropolitan Area, which has become a considerable emitter of greenhouse gases, the city’s average temperature is expected to increase more rapidly than in other areas in the country. A rise in the average temperature would affect everyday life and urban ecology; thus, appropriate measures to cope with the forthcoming disaster are in need. This study analyzed the changes in plant phenological phases from the past to the present based on temperatures (average temperature of Feb, Mar, April) observed in seven different weather stations nearthe Seoul Metropolitan Area (Ganghwa, Seoul, Suwon, Yangpyeong, Icheon, Incheon, and Paju) and the first flowering dates of Plum tree (Prunus mume), Korean forsythia (Forsythia koreana), Korean rosebay (Rhododendron mucronulatum), Cherry tree (Prunus serrulate), Peach tree (Prunus persica), and Pear tree (Pyrus serotina). Then, RCP (Representative Concentration Pathways) 2.6 and 8.5 scenarios were used to predict the future temperature in the Seoul Metropolitan Area and how it will affect plant phenological phases. Furthermore, the study examined the differences in the flowering dates depending on various strategies to mitigate greenhouse gases. The result showed that the rate of plant phenological change had been accelerated since the 1900s.If emission levels remain unchanged, plants will flower from 18 to 29 earlier than they do now in the Seoul Metropolitan Area, which would be faster than in other areas in the country. This is because the FFD (First Flowering Date), is highly related to temperature changes. The Seoul Metropolitan Area, which has been urbanized more rapidly than any other areas, is predicted to become a temperature warming, forcing the FFDs of the area to occur faster than in the rest of the country. Changes in phenology can lead to ecosystem disruption by causing mismatches in species interacting with each otherin an ecosystem. Therefore, it is necessary to establish strategies against temperature warming and FFD change due to urbanization.
