ABSTRACT

This study reframes Environmental Assessment (EA) as a governance-based institution capable of advancing Sustainable Development (SD) in line with the UN SDGs. Integrating a structured literature review (2015–2024), comparative case analyses, and the construction of an EA–SD Matrix, the study identifies conditions under which EA acts as a catalyst—scientific rigor, institutional independence, genuine participation, and explicit SDG alignment. By introducing the EA–SD Matrix and synthesizing successful and failed practices, it offers theoretical and practical guidance for transforming EA into a central instrument of sustainability governance.
