Study on Expanding Projects Subject to Environmental Impact Assessment Ordinance in Incheon Metropolitan City: Focusing on Buildings and Urban Redevelopment Projects

ABSTRACT

This study aims to improve the effectiveness of the Environmental Impact AssessmentOrdinance in Incheon Metropolitan City by proposing an expanded scope of target projects based oninstitutional limitations and local development conditions. Focusing on large buildings and urbanredevelopment projects, the analysis reviewed relevant legislation, Incheon’s current EIA system (SEA,EIA, SEIA, and ordinance-based EIA), and records of building permits and redevelopment activities. The results show that approximately 2.7 new annual assessments would arise from buildings with atotal floor area of 100,000 m2 or more, and about 1.8 cases from redevelopment projects of 150,000-300,000 m2. Major local governments such as Seoul and Busan already include these projects in theirordinance-based EIAs, conducting around ten assessments each year; applying similar criteria to Incheon would generate roughly 4.5 additional cases. To address assessment blind spots and establisha regionally tailored framework, Incheon must amend its ordinance and strengthen institutionalcapacity through specialized agency delegation and additional personnel. The study providesempirical evidence that incorporating buildings and redevelopment projects into ordinance-basedEIAs can enhance environmental governance and support sustainable urban development.
