AB - The Climate Change Impact Assessment (CCIA) is a regulatory system designed to analyze and evaluate greenhouse gas (GHG) emissions and climate change impacts of development projects prior to implementation. Ensuring the effectiveness of GHG reduction measures during the postconsultation management phase is essential. However, the current regulatory framework lacks specific post-management procedures and survey criteria tailored to the characteristics of CCIA. This study analyzed the linkage between GHG reduction measures and post-environmental impact survey plans for six urban development projects for which CCIA was conducted during 2024–2025, and proposed improvements for post-management practices. The analysis identified a total of 26 GHG reduction measures (7 for the construction phase and 19 for the operational phase) and 20 post-environmental impact survey items (9 for the construction phase and 11 for the operational phase). The linkage rates varied considerably across individual reduction measures. While the energy transition/efficiency and carbon sink sectors showed relatively high linkage rates, the resource circulation and hydrogen utilization sectors exhibited low linkage rates, indicating considerable variation in their inclusion in post-management monitoring plans. Furthermore, current post-environmental impact survey plans were found to focus primarily on verifying whether reduction measures had been introduced or installed, while quantitative monitoring items for GHG emissions and carbon absorption remained limited. To address these limitations this study proposed inspection methods leveraging existing legislation and certification systems from the perspective of consultation compliance management. It also proposed an emissions monitoring approach using the Carbon Spatial Maps along with a carbon absorption estimation method based on unmanned aerial vehicle (UAV) multispectral imagery from the perspective of post-environmental impact monitoring. The applicability of the proposed methodologies was examined using a residential complex in Jiphyeon-dong, Sejong Special Autonomous City, as a case application. This study is expected to provide foundational data for developing a more structured post-management framework for CCIA.
