AB - Urban regeneration policy has selected project sites based on decline indicators, but decline does not necessarily coincide with poor residential quality, which can result in policy blind spots and inefficient resource allocation. This study conceptualizes this divergence as Decline–Livability Mismatch (DLM) and examines it by constructing a Composite Decline Index (CDI) and a Livability Index (LI) from nationwide municipal panel data, applying cross-classification, spatial autocorrelation analysis, and transition matrix analysis. Decline and livability diverged into increasingly independent dimensions, and municipalities under DLM conditions accounted for approximately 30 percent at each of the three time points. While the spatial clustering of the gap between the two indices strengthened over time, most municipalities with persistent DLM conditions appeared as localized cases rather than as parts of broader regional clusters. These findings suggest complementing the current diagnostic system with a livability perspective, while differentiating interventions according to local context.
