ABSTRACT

In the knowledge-information age, Korean society has tried to find the new driving force to be an advanced country. To do so, government innovation has been made too much but it's still difficult to say that our government's competitiveness meets the people's expectations. In this circumstances, one of the possible alternatives is to strengthen the Strategic Human Resource Management(SHRM), which makes the government maintain its competitive advantage by emphasizing human capital. Therefore this study examines not only the meaning and cases of the SHRM in the public sector but also the relationship with the government's competitiveness. The policy implication of this study is that each public agency has to strengthen the strategic planning aligned with HRM, consider the vertical and horizontal integration among HR practices and emphasize the importance of the human capital.
