ABSTRACT

This paper explores the determinants associated with the internalization of organizational innovation(organizational learning) in the bureaucratic organization. This study defines internalization of organizational innovation in the bureaucratic organization as greater cognizance of personnel motivations towards innovation and the effects of compliance on innovations in the areas of administrative systems, process and behaviors. Using 16 correlations derived from 2,548 cental government samples, the study finds a positive relationship between the degree of innovation recognition and compliance. In addition, an examination of the effects of several factors indicates that: (1) personnel motivation towards innovation is more positively related to compliance of innovation in organization; (2) the association between innovation compliance in aspects of administrative system, process and behavior is more positively related to internalization innovation in the bureaucratic organization (3) innovation compliances in aspects of behavior is more strongly related to the internalization of innovation than to the compliance of administrative systems and process in bureaucratic organizations.
