ABSTRACT

A primary purpose of this paper is to analyze the political dynamics of South Korea’s gender equality policy-making, by reviewing the debate on the abolition of the gender-discriminative head-of-household system (Hojuje). A particular attention is paid to the formulation and operation of adversarial advocacy coalitions between proponents and opponents of Hojuje. The roles of the window of opportunity and veto points in policy-making are also detailed with attention. The analytical framework is based on a systematic and process-driven perspective, combining the policy context, the policy-making process, and policy outputs. In terms of theoretical underpinning, this paper includes important concepts, such as social and political opportunities, veto points, belief system, and advocacy coalitions.
