ABSTRACT

This study is about the Korean local government institution ever since the formation of the Gabo・Kwangmu reforms- Japanese occupation. In this article we understand the formation and change of local government system from the perspective of new institutional perspective and isomorphism phenomenon. This study began as some scholars have refuted claims that the development of South Korea for the modernization of the system implanted in Japan, as claimed. Consequently, according to the analysis of this paper, the modern local government institution was promoted to Gabo・Kwangmu reforms period and was breakdown and replaced by a rather radical changes and discontinuity by the Japanese occupation. Rather was the survival and return to the institutional change with the Local Government Act after Gabo・Kwangmu reforms and continuity. Therefore, some scholars argue gritty stretch of modern Korea was the driving force behind the development of the national transplant system is the Japanese occupation era, as that claim is found not historical facts viscosity does not fit in the grounds.
