AB - The aim of this article is to explore if the public value approach can serve to reform the public sector for overcoming the legitimacy crisis of public adminstration. Based on the explanatory critics, the generative mechanisms of the legitimation crisis in public administration are analysed through the contradiction between the operational modes of and the functions of the government caused by bureaucratic developmentalism and NPM. The sets of ideas the public value approach implies are reviewed and the paradigmatic features of it for public sector reform are discussed by contrasting this with NPM. This article adduce the reasons that the public value approach have possibilities for reforming the public sector in Korea which is confronted with the systemic pressure to legitimation of public administration.
