ABSTRACT

Social responsibility is used throughout the world through ISO 26000, an international standard. Various policy instruments that should be carried out in economic, social and environmental aspects and the role of each social actor (government, citizen, business, etc.) are presented relatively clearly. Currently, the Moon Jae-in government performs various policies with ‘social values’ as the core values for the realization of the inclusive state agenda but this is criticized for its difficult definition and low conceptual concreteness in terms of policy implementation. In this study, social responsibility was considered as a practical concept for the realization of social value. To this end, a survey of 20 social responsibility experts was conducted. According to the analysis of the survey data, in policy orientation evaluation, transparency, obligation, and accountability among 7 basic principles and fair operation, governance, and human rights among 7 core themes were high. In the evaluation of policy instruments, management evaluation of public institutions was the most effective policy, followed by management evaluation of local public corporations, followed by the Moon Jae-in administration’s five-year government plan. Overall, the effectiveness of evaluation-related policy measures was high and the organizational measures were low. Based on these results, some policy implications were suggested.
