ABSTRACT

The aim in this study is to examine determinants of public agency leaders’ networking behaviors. To be more specific, we focused on whether different appointment types induce differences in networking behaviors, which are demarcated into forming “bonding” or “bridging” ties. The analytical results depict that politically appointed leaders are not only more active in their overall networking endeavors but also in forming bonding and bridging ties. In addition, the leaders with expertise in management experience were more active in networking behaviors. On the other hand, the head of the agency with knowledge expertise was found to be more active in bridge-type networking than bonding. The findings of this study add to the literature by attesting to why appointment types and leaders’ previous expertise are important in managerial networking behaviors. Also, based on the findings, we suggest that the range of situational contexts of organizations as well as network characteristics should be taken into account in examining politically appointed leaders’ manifest strength and ability to exert influence.
