ABSTRACT

This study was intended to analyze the relationship between transformational leadership in public sector and active administration of public officials in order to strengthen the active administration of public officials in a situation where the role of government and public officials is urgently needed nationwide, such as COVID-19. Specifically, it was intended to study the impact of transformational leadership on the active administration of public officials through the medium of public officials' behavior (learning orientation, self-efficacy, and public service motivation). It was also intended to present practical implications to the government's personnel strategy by verifying the impact of the recruitment system and rank in relation to transformational leadership, learning orientation, self-efficacy and public service motivation, and the relationship between public service motivation and active administration. According to the research results, transformational leadership has positive influence on learning orientation, self-efficacy and public service motivation respectively, learning orientation and self-efficacy have positive influence on public service motivation, and public service motivation has positive influence on active administration. In addition, transformational leadership has positive influence on public service motivation through each medium of learning orientation and self-efficacy, and transformational leadership, learning orientation, and self-efficacy have positive influence on active administration through public service motivation. However, it has been shown that the recruitment system has a significant effect as a moderator variable only in the relationship between self-efficacy and public service motivation, and that the grade has a significant influence as a moderator variable in the relationship between self-efficacy and public service motivation and active administration. The results of this study can produce the following policy implications in terms of the operation of government personnel administration. First of all, it is necessary to create an environment where transformational leadership in public sector can be exercised. In addition, in order to enhance learning orientation and self-efficacy, it is necessary to reorganize the permanent learning system, revitalize the learning organization of public officials, and provide customized contents for individual learners. In addition, it is necessary to develop measures to enhance public service motivation in consideration of the influence of public service motivation on active administration, and in particular, it is necessary to actively engage in personnel management and strategically utilize public officials' behavior that varies depending on their types of recruitment and grade.
