ABSTRACT

On defining hegemony, realists have excessively brought the focus into material or coercive power based on a rank. Contrary to this realist’s view, this paper explores the Chinese perspective on hegemony emphasizing not a rank but behavior in international relations. In the West, while hegemony is defined as a kind of rank or ability of states, the Chinese, based on the view of a behavior, makes a distinction between the coercive hegemony to exercise power depending on material power resources and the consenting hegemony to exercise power depending on cultural power resources: the former is called badao (rule by force) and the latter wangdao (rule by virtue). This paper also goes on that China is trying to seek the consenting hegemony through multilateralism in Asia, and the country recognizes multilateralism as a useful platform that can be utilized toward its goals in international relations. In sum, this paper will show that the consenting hegemony China is seeking has entrenched the feature of hierarchic order.
