AB - 取消农业税前乡村干部在税费徵收的过程中相互利用互为配合形成了一个结構颇为牢固的“利益共同體”, 乡镇與村委会之间总體上是一種明显而强烈的上下级行政命令关系, 也就是说税费改革前乡村关系的特徵就是“命令－服从”的附属行政化乡村关系｡ 税费改革前, 乡镇政府为了完成上级政府下达的任务指标, 必然会坚持对村一级的控制, 力图通过種種手段干预操纵选举, 让他们认为合适的人选在村委会选举中當选, 以控制村级政权｡ 取消农业税後, 乡村关系由以往单一的利益共同體模式转向由不同村庄特质主导的多元模式, 也就是说从“控制”到“互动”的转变｡ 税改後乡镇政府困难無力干预村治, 而且乡镇出於财政收入增长目的“积極行政”的内在衝动也被税费改革抑制了, 因而免徵农业税使乡镇违背＜村组法＞对村委会控制的大幅減少, 从而有望给予村民自治更大的生长空间｡ 不过税改後, 由於村级财政收入不足, 村对乡镇的依赖度不得不高, 再加上乡镇政府掌握了有关新农村建设运动的资源且有绝对的权力决定资源的流向, 因此村干部对乡镇干部的态度发生了改变主动地去搞好关系, 事实上, 乡镇干部和村干部各自的处境已经和税费改革之前发生了某種程度上的颠倒和换位｡ 可以说这些现象意味著虽然中国改革开放已有了三十多年, 由於国家权力仍然掌握资源控制权, 社会组织成长空间难以扩大, 维持强国家-弱社会关系的僵局.
