ABSTRACT

It is well known that on November 17, 1919, the Military Government (hereafter, the ‘Gunjeongbu軍政府’) was renamed the Western Military Administration Office (hereafter, the ‘Seorogunjeongseo西路軍政署’) and placed under the Korean Provisional Government (hereafter, the ‘Provisional Government’). This change is confirmed in the 「Seogando Compromise Agreement(‘Seogando-tahyeopahn西間島妥協案’)」 concluded through negotiation with the Provisional Government. However, studies examining the Provisional Government from the perspective of the Gunjeongbu or its reorganized successor, the Seorogunjeongseo, are rare. Most existing research has focused primarily on the Provisional Government itself. This study aims to analyze how the Seorogunjeongseo (formerly the Gunjeongbu), one of the independence movement organizations in the Seogando region, perceived the Provisional Government. In particular, the study focuses on the perceptions of Lee Sang-ryong(李相龍), who served as the Chief Executive(總 裁) of the Gunjeongbu and later as Administrator(督辦) of the Seorogunjeongseo. Considering Lee’s significant status in the Manchurian independence movement, it can be assumed that his perception of the Provisional Government had considerable influence. To examine Lee Sang-ryong’s perception of the Provisional Government, the research period is set from 1919 to 1920. By dividing this period into three phases, this study identifies the changing pattern of his views toward the Provisional Government. Lee’s perception evolved from concern to approval, and finally to neutrality. From April 11, 1919, to December 1920, the core element underlying Lee’s perspective was the concept of ‘separate governance’(分治). This notion served as the fundamental criterion for his view of the Provisional Government. The Provisional Government’s responses to unfolding situations affected this criterion, leading to changes in Lee’s perception over time.
