This is to review all empirical research articles on knowledge management activities in Korean government agencies. Analyzed were forty six articles published in some major journals for the last decade. The results of analysis show that they mainly focused on such topics as what factors have statistically significant influences upon the knowledge-based activities and whether knowledge activities have achieved the intended performance. More research attentions have been paid upon both knowledge sharing and knowledge creation activities. Most of the empirical studies are dependent upon hypotheses testing, data collection in questionnaire, and the use of multivariate statistical methods. Some suggestions for future research are to do research on more diverse topics, to utilize various research methods, and to make an integrated approach to the knowledge management.

In order to improve organizational performance, organizations should make a knowledge management system to share, distribute, and create related knowledge effectively in the operational process. It is not too much to say that organizational performance depends on the level of network and networking for the use of knowledge among the agents. Theoretically, a web portal is known as a useful instrument not only to link among the actors who have a specific interest and purpose but also to promote social networking which creates new knowledge relevant to user’s environment. In the context, this article explored policy implications of building and operating government portals by analysing the efficacy of the “Innovative Portal”, which the Korean government had opened to diffuse its innovation activities and to improve organizational innovation capacities in 2005, in innovation process from the knowledge management perspective. In particular, this study tried to identify how did the “Innovation Portal”influence network and networking of innovation knowledge using hyperlink network analysis method.

This study is to reconstruct the user-oriented e-government service based on home network infrastructure using ubiquitous computing technology. Until now, 31 e-government roadmap tasks have been promoted as main projects of e-government. This study explores what should be respective priorities for the suppliers and users of e-government if the services are provided in linkage with home network infrastructure. The result of survey showed us that the efficiency of administration and the improvement of the civil service, including citizens' online participation should be priorities. In order to reinforce home network infrastructure in implementing u-government, the government, at first, has to relax regulation, support businesses to develop related technologies, and construct safe infrastructure for citizens to use e-government services. Second, businesses should develop home network technologies that include various contents and construct home network systems that citizens can use easily. Third, citizens should have interests and participate in the government policies for home network services. Particularly, this study aims to suggest policies that consider positions of both the suppliers and users of e-government so that home network-based e-government can be implemented in the future.
