The purpose of this research is to analyze research trend of 400 north korea information studiesfrom 2010 to 2014 in korea. The research has narrowed the scope of analysis in five fields : politicaldiplomacy, economy, the military, social culture, human rights in north korea. The result of this research showsthat each field evenly counts for 20% of the entire research. According to the types of publications, not onlyresearch papers but also graduate theses and books comprise a large proportion of the north korea informationstudy. In the past, the north korea information study focused on political diplomacy and the military, but thisresearch revealed different outcome. Now the study of north korea information has wide variety of subject, but itrequires a qualitative growth. It remains still the problem of credibility in research data.

Although the demand for the use of public data increases in accordance with the expansion ofGovernment 3.0, the poor level of data quality and its management currently implemented isbecoming obstacles to opening data to the public. To improve the efficiency of management, linkageand usage for data, standardized processes for data quality management have to be prepared and appropriatedata quality assessment criteria should be established. In this paper, we propose the organizational maturitymodel that can assess the public data quality management level. This model consists of the process referencemodel and the measurement framework. Fifteen processes grouped by the PDCA cycle are defined in the processreference model. The measurement framework measures the organizational maturity level based on processcapability levels. The organizational maturity model can be used to establish objectives and directions for publicdata quality improvement by diagnosis of current level of public data quality management and problem solving. This model can also facilitate open to the private sector and activate usage of stable public data throughreliability enhancement.

According to the progress of national informatization throughout the world, infringement andthreaten of privacy are happening in a variety of fields, so government is providing informationsecurity policy. In particular, South Korea has enhanced personal impact assessment based on the law of personalinformation protection law(2011). But it is not enough to effect the necessary cost calculation standards andchangeable factors to effect PIA. That is, the budgets for PIA was calculated lower than the basic budgetsuggested by Ministry of Government Administration Home affairs(2011). Therefore, this study reviewed the costcalculation basis based on the literature review, cost basis of similar systems, and reports of PIA and obtained tothe standard with Delphi analysis. As a result, the standards of PIA is consisted to the primary labors and isutilized to how the weights by division of target system, construction and operating costs of target system, typeof target systems, etc. Thus, the results of this study tried to contribute to ensure the reliability of PIA as well asthe transparency of the budget for privacy in public sector.
