AB - Web services provide a company the service-oriented paradigm called “Software as a Service”: for software to play the role of the service over Internet as well as to improve the operating efficiency in enterprise environments. A company can sell their existing models into transformed models by the web services. However, Internet originally contains a problem dealing with trust, and this becomes a blockade when a company comes to a process of selling their web services. Therefore, there needs to be a reliable institution which evaluates and certificates the web services. This system is essential for the sustainable profitability and it will also bring a participation of small and medium companies to an electronic commerce, the fast growth of web services, and the openness and accessibility to worldwide services.
