ABSTRACT

It is very complex and difficult to evaluate the government's informatization level. Notwithstanding, it is necessary to make efforts to evaluate the informatization level of the government agencies for improving its levels individually. A fair and correct evaluation is a precondition for its evaluation process. In this regard, this study is to review and analyze the evaluation work which have been carried out twice since 2000 and try to explore an alternative measure. The analysis is directly based on the opinions of the expert group and the public servants participated in evaluation process at firsthand. The critical review and suggestions are dependent on the general basis including evaluation purpose, evaluation means, evaluation methods, evaluator, evaluation time, and evaluation targets. The result of an analysis is expected to make up for the weak points in the current evaluation measure.
