ABSTRACT

This study reviewed the changes in regulatory framework towards the principle of marketplace for mobile radio services. The policy change represents a reinterpretation of public interest in the 1933 Communication Act. The market-based competition approach emphasizes on the role of new entrants and fair competition among similar telecommunication service providers. In particular, this study focused on the regulatory treatment of Federal Communications Commission to implement competitive bidding in spectrum allocation. It also examined radio spectrum competition between new and existing technologies introducing three competition cases: band clearing, compromising transition, and privatization. Then the new regulatory framework for commercial mobile radio services was examined focusing the impact of technological advancement in Specialized Mobile Radio Service. New licensing arrangement including competitive bidding was also discussed. Finally this study evaluated competition under regulatory symmetry and its policy implication.
