ABSTRACT

The objectives of the study is to evaluate the accessibility of public kiosks in light of the "Information and Communication Accessibility Guidelines for the Disabled and Aged" that was promulgated in January, 2002 by the ministry of Information and Communication, and to improve the guidelines with more specific and user-friendly checklists. This study develops a set of checklists to be used as an objective method to evaluate the actual accessibility of the public kiosks. A quantitative evaluation method to calculate the accessibility index was also developed. To calculate the accessibility index of a kiosk, accessibility was defined in terms of "provision of physical accessibility", "complementation and substitution in operation", and "cognitive usability". The accessibility was evaluated for 3 types of public kiosks: web, transaction, and guidance kiosks. Average accessibility indices of the kiosks range from 40.9 to 48.7, while the accessibility of the kiosks for transactions was measured to be the highest. This study can be used as a reference for the procurement of the kiosks for the government, just as is the case for the Federal government of the United States. Kiosk manufacturers and providers can use the checklists developed in this study for a design guideline, while the government is advised to take into account of the accessibility evaluation methods developed from this study to initiate measures to provide better accessibility to public kiosks and related services.
