ABSTRACT

The purpose of this study is to analyze the factors that caused the conflicts surrounding the National Education Information System(NEIS) in 2003 and to examine its implications for the resolution of social conflict. Based upon governance perspectives, this study focuses on the interactions among the state, market, and civil society and argues the absence of a competent governance mechanism was a main cause of the NEIS conflict. More specifically, this study analyzes the causes of the NEIS conflict from two interrelated transitional periods: the transition from an authoritarian regime to a democratic regime and from an industrial society to an information society. First, this study argues that the government failed to resolve the explosive demands of the interest groups during the democratic transition period. Second, this paper also focuses on the inadequate and unrelated adaptation by the government and society to the transition from an industrial society to an information society. With the absence of a governance mechanism, the state was not able to grasp the changes in civil society, which is sensitive to issues of e-privacy and the possibility of outflow of personal information via the web.
