ABSTRACT

Recently, overcoming digital divide has been a social interest and gender gap in internet usage is also issued. This study attempts to empirically investigate the gender gap using the data collected by 2002 survey of the residents of 7 metropolitan cities. Considering that a number of respondents do not use internet, a sample selection model is proposed and applied. The results show that the application of the sample selection model is appropriate for dealing with the data, and the time of internet use for men is 3.662 times as much as that for women. The gender gap is computed as 115.44 minutes per day. In other words, there is a considerable gender gap. Furthermore, the paper decomposes the observed gender gap into two components: differences in observable characteristics, such as education level and income level, of men and women, and differences that are considered to be results of current internet usage structure by sex. It is founded that the first component doesn't significantly affect the gap, but that 101.2 to 104.5% of the gap is due to the second one. Thus, improving women's personal characteristics such as education level and income level should be naturally the focus of informatization policy aimed at overcoming the gap, and moreover policymakers need focus on more vigorously expanding the opportunities of women's using internet.
