ABSTRACT

As the use of the internet is universal and the extent of application spreading gradually, the necessity to ensure access to information to the handicapped and the old has become an essential issue. The digital divide or information gap is a chief factor in bringing the handicapped into disorder with the complexity in communication. With the old, the same difficulty arises in the aging society as today. To cope with this information environment and settle digital divide for substantial information impartiality, the Act on Closing Digital Divide was established in January 2001. However, even after going through amendments in 2002, the Act seems insufficient to generally coordinate the establishment of information access environment in a flexible way. In addition, relative laws and regulations are scattered, calling for a more comprehensive review. In this regard, the article investigates the state of existing laws and political turn of legislative betterment to expand the access to Information for the alienated.
