ABSTRACT

Korean government have invested hugely in the informatization in public sector. Since the investment on the hardware-aspect of informatization seems enough, people are now shifting their interests to the software-aspect of it. It cannot be over-emphasized that simple adoption of IT does not make any significant change in the organizations. Information technology needs to interact with organizational characteristics so that it takes an effect on the performance and productivity of the organization. Therefore the understanding of the dynamics would be quite critical to upgrade the informatization level of public sector in Korea. This paper reviews and analyzes the empirical literature on the interaction between information technology and organizational characteristics. Although there have been many studies on this subject, there has been little effort to review and digest the empirical findings which have been accumulated so far. This paper reviews 29 articles which had been published in major academic journals from 1990 to 2004.
