ABSTRACT

The Internet is a worldwide network connecting to others and connected to by others in order to exchange information and data. The initial zero settlement peering arrangement, however, has now been replaced by commercial transit arrangement, as backbone providers have begun to seek to recoup their network infrastructure investments and generate commercial profits. This is a key reason emerged issues and debates on international internet interconnection service (IIS) between developed and developing countries. This study is generally concerned with the current interconnection settlement arrangement which disfavors ISPs and end-users in the Asia-Pacific region. The main issues raised in recent years in relation to IIS between Asia-Pacific and Western region are summarized into 3 categories; inequity, anti-competitive concerns and a prognosis of balkanization of the Internet. And then in order to resolve those issues and improve the IIS market in Asia-Pacific region, we discuss practical recommendations at two points, i.e., regional and international perspective.
