ABSTRACT

In 1997, the Korean economy began experiencing a severe crisis resulting in IMF control. During this impasse, emphasis on IT proved to be a breakthrough in easing the crisis. This paper will analyze whether the IT industry can positively affect the structural change of the economy. Using the VIO model, the changes in Korea industries before and after IMF control are derived under the assumption of capital cost reduction by 1% in the IT sector. However, the response of the economy to the change in the IT sector falls short of our expectation that the development in the IT industry would increase the productivity of the Korean economy. The government policy related to IT has been oriented toward cultivating IT industry with heavy investment instead of trying to make the overall industrial structure compatible with the IT. Here we conclude that IT policy should be market-oriented to find and support even non-IT industries so that these industries are positively affected by the development of IT.
