ABSTRACT

As the need for exchanging health information through the Internet are realized by the healthcare information technologies, issues on privacy and security of Individually Identifiable Health Information (IIHI) are becoming more and more important. Health information dealt by healthcare related organizations are recognized as highly sensitive personal information. Therefore, the efforts for building a nation-wide secure health information infrastructure are urgently needed. In this paper, we have reviewed several important topics towards a new paradigm of health information systems including e-business in healthcare, EHR(Electronic Health Record), NHII (National Health Information Infrastructure), and u-Health. Moreover, we have proposed a policy direction for the construction of a secure e-Health environment, which includes the establishment of the privacy regulation and information security standard. It is expected that the policy direction proposed in this work could be adopted and realized by the government. Individual health organizations can use the result of this paper and also the government can utilize the policy direction in building the nation-wide health information infrastructure. We expect the result of this study can contribute to balancing the efficiency and information security of the future e-health information infrastructure.
