ABSTRACT

This study analyzes the obstacles of PIS(Public Information Sharing) among public organizations and suggests the solutions to overcome them. Surveys and interviews of 42 government ministries and related public officials were conducted for the study. The results are as the followings: 1. Most government ministries strongly wanted PIS for productive job processing and customer-oriented public service, while the level of PIS was very low and its type outdated and still limited to paper documents or magnetic tapes. 2. The main obstacles of PIS were found to be related to (a) lack of trust among public organizations; (b) insufficient laws and institutions; (c) security and privacy; and (d) low interoperability and lack of standardization among information systems and DB. 3. To overcome those obstacles, we should adopt the holistic approach that considers cultural, economic, technological, organizational and political perspectives together.
