ABSTRACT

This study examines the effect of IT policies supported by the government for increasing efficiency and effectiveness of small and medium-sized enterprises(SME's) in Korea. After examining IT policies, the quality of IT services from providers, and the efficiency and effectiveness of firms brought by such policies and services, a causal model was proposed. In the process, both direct and mediating effects of IT policies on firm performance were proposed and tested. The results of the study indicate that the government IT policies had a positive effect on SME's performance not in a direct way but through its influence on the quality of IT services. Such result suggests that the government should cooperate with IT service providers in developing IT policies so that a benevolent cycle structure can be formed among parties involved - government, IT service industry, and SME's. It also implies that the government should make sure the IT service providers offer quality services to fit the needs of the SME's. This can be achieved, for example, by developing some measurement systems for evaluating service quality.
