AB - We generally posit that the level of transparency will be higher when e-government is established. However, it is problematic to look at the transparency in terms of technological determinism that ICTs make everything better. This is because there may exist many different contingencies in real administrative practices as well as in the relationship between government officials and citizens. In many cases, a good aspect of transparency can be a bad thing or a burden for each other.
It is not so much difficult to imagine that the discrepancy level between government officials and citizens will be dramatically lower under much higher transparency level in e-government. Simply putting more emphasis on only one side of transparency may give rise to a systematic resistance from the community of government officials. For this reason, issues of transparency need to be treated as equally from the view of the government as from the private sector and citizens. In this perspective, the relationship between transparency and other related administrative and social values is discussed and analyzed. Based upon such discussions, research agenda for future studies are also provided.
