ABSTRACT

This article reviews problems of the previous e-government projects, which proposed reengineering government's business process including Business Reference Model, and argue that an alternative model should get over the limitations to seek for feasibility of applying Business Process Management Model. Based upon the goal, this paper discusses the concepts, features, application rules, and methodology of BPM in applying to government sectors from various view points, therefore, offering a policy definition meaningful to business process management strategy in the public sector. In this regard, the concept of government process reengineering is redefined by emphasizing the importance of eliminating unnecessary works, simplifying functions, and unifying duplicated processes rather than by simple data integration.
