ABSTRACT

To enhance validity and comprehensiveness of measurements which have been regarded as troublesome issues of public informatization projects evaluation, the integrative evaluation model including evaluation areas and items for each stage of informatization projects implementation(pre-implementation, under-implementation and post-implementation) is proposed, and is applied to culture informatization projects belonging to the public informatization projects. The main contributions of this study are as following. Firstly, the more comprehensive and valid evaluation methodology of public informatization projects is developed by adding the pre-implementation and under-implementation evaluation areas to current evaluation practice centered on the post-implementation evaluation, subdividing the post-implementation evaluation area into three sub-areas such as IS development performance, IS operation performance and organizational performance, and by deriving the evaluation items and measurements for each evaluation area through broadly reviewing theoretical research. Secondly, in case of pre-implementation evaluation, the scheme of developing evaluation items in business value creation and strategic validity by reflecting critical and strategic factors for successful implementation of evaluated target project is suggested. Also, by using the measurements of pre-implementation can be used as guidelines to develop post-implementation measurements, objectiveness and reliability of the measurements in terms of goal-oriented evaluation can be quitely improved.
