ABSTRACT

Cybercrime is one of the most serious social issues in the information society. There are several strategies in reducing cybercrimes. However, considering the decentralized atmosphere of cyberspace, managing cybercrime can be achieved more effectively by citizens’self-regulation and participation rather than government’s cyber-related law and regulations. This study discusses the issue of collective efficacy, social capital, and internet governance as theoretical backgrounds. In addition, it emphasizes the role of citizens against cybercrime in a coordinated partnership with government, enterprise, and civil society. This study suggests the role of citizens in legal/institutional, technical/situational, and socio-cultural/ethical response areas. And this emphasizes citizens’roles in each area: reporting and monitoring, the install and use of a software and security system, and the active participation for the crime prevention and secure internet culture. In addition, this study classifies the types of cybercrimes and suggests the role of citizens and effective strategies for each type of the crimes.
