ABSTRACT

The author explored to see whether e-government would transform the relationships between government and the public. Based upon the data obtained from a survey of 202 public servants, he strived to seek the answers to the questions: What relationships exist between public servants and the public? Whether the public is an existential entity? Major findings are: e-government is more likely perceived in terms of e-banking or e-operation; The public is perceived as available; e-government is an influential tool for bridging the possible availability gaps. The findings suggested that the public officials would not likely to perceive themselves as “public servants” and that they would perceive e-government as a way of getting things done efficiently.” What picture of government, or egovernment would we draw when the public is not the “master”of public officials and when egovernment can enhance the availability of the public to public officials? Having discussed the meanings of the findings, the author tried to identify theoretical and practical questions for further research.
