AB - Based on previous studies on the analysis of conflict management, a methodology has been established to conduct researches on what conflicts had been experienced and how they had been settled down in the process of creating the National Computing & Information Agency(NCIA).
Now that e-government plans have come to be promoted by one ministry, many factors which used to produce various conflicts have disappeared. However, there are different types of conflicts expected under the new stage of e-government development.
The objective of this paper is to get lessons from the conflict management process in co-locating hardwares in the NCIA, providing the policy implications on the governance structure of e-government implementation. In the meantime, we focus on the importance of trust as a social infrastructure to enhance the efficiency in coordinating different interests among government organizations at stake. It is concluded that the issues on trust should be taken into account in establishing the principles of conflict management in e-government strategies.
