ABSTRACT

Recently, discussions over e-governance, which explains government roles and social changes resulted from the development of information and communications technologies, have been made in the technical, idealogical and civil society aspects. The evolution from e-administration and e-government to e-governance is explained in the contexts of five interrelated factors such as administrative ideology, decision-making types, enabled information technology and the relationship among state, market and civil society. This paper analyzes the evolution of the national IT policy by interconnecting the factors of e-governance and projects of the national informatization promotion action plan. As a result, it has been found out that the IT policy from 2000 to 2007 mainly focused on improving the internal efficiency of the government. Also, it has been analyzed that the creation of contents and communication channels were designed just simply to provide citizens with information.
