ABSTRACT

This study examines how migrant and refugee policies have changed under the COVID-19 pandemic and explores their broader implications. A securitization approach—emphasizing national health security—was commonly applied during the pandemic, leading to stringent border controls and entry restrictions affecting both groups. At the same time, several countries exhibited policy duality by selectively relaxing certain measures—for instance, extending visas to secure essential labor in agriculture or healthcare. Drawing upon theoretical perspectives such as securitization, punctuated equilibrium, multiple streams, rational choice vs. normative/human rights, and policy network/governance, this paper interprets the coexistence of strict and relaxed policies and compares international cases to derive relevant lessons for Korean society. In particular, it highlights the need to balance health security with international human rights obligations, ensuring accessible medical and welfare services for migrant and refugee populations, preventing xenophobia and discrimination, and strengthening collaboration between local and central governments. These findings suggest strategies for designing more inclusive and systematic migrant and refugee policies during large-scale public health crises.
