ABSTRACT

This study examines the factors influencing international graduate students in science and engineering at South Korean universities in deciding to pursue employment and settlement in Korea after graduation. Based on survey data from 542 D-2 visa holders—extracted from a larger sample of 852 respondents collected through a Ministry of Justice-commissioned study on immigration policy reform—the analysis focuses on those whose country of origin matches their current nationality. The results indicate that students’ intentions are shaped primarily by pragmatic motivations, including the expectation of better job opportunities and the possibility of applying their academic expertise in Korea. These decisions are driven more by individual factors than by family-related considerations. To effectively attract and retain international STEM talent, it is essential to strengthen institutional pathways that connect academic training to employment and ensure the availability of high-quality jobs aligned with students’ fields. Such efforts will enhance Korea’s capacity to secure and sustain high-skilled migrants within its innovation ecosystem.
