AB - Today the political, social and administrative environment which besieges the police is changing rapidly. The image of police as the service agency is getting more important than that as a national public power with our great interest in democratization and autonomous reconciliation after 1990's. It is more emphasized after local self-governing chief election in July 1995.The introduction of a new police system which is more fit for our political, economic, social, historical conditions has been needed. The purpose of this paper is to suggest the method of the local police system as an alternative of reformer police system.
