ABSTRACT

Centering industry, education, public works and population, etc. in the metropolitan area is a critical problem nowadays. The idea is against what was set up in the constitution because the constitution states that industry, education, public works and population etc. should be balanced around the nation. Those supporters of centralizing most everything around the metropolitan area say it is better for international competition.This thesis will show that it is better for international competition to balance industry, education, public works and population, etc. Therefore, doing things like establishing more universities encouraging potential students to attend universities, and establishing new industries around the metropolitan area should be constrained.
