AB - If “Bill of Unified special economic zone law” is suggested not for developing border lands, but for establishing a political-economical structure testing area between south and north korea to regain a lost effect of constitution, the followed will be possible.1. The unified special economic zone including DMZ between south and north korea must be located nearby Kaesung industrial complex.2. The unified special economic zone must be governed by the tentative autonomy, which is cross recognized by two korea.3. For the above mentioned, the unified special economic zone plan must keep harmony with the military plan, and has superiority over any other land developing plan. Finally, “A border area” at the bill must be alternated with “a unified border area” including DMZ between south and north korea and make it play an important role as a testing area aimed to accomplish gradual peaceful unification, and give north-korea a chance to relax his political-economical structure at the same time.
