ABSTRACT

Local government's participation in national policy making means when the central government tries to establish a plan or policy relating to a local government, the respective local government or related organization directly involves in the policy making process, whether it be legislative process or administrative process, to reflect its interests. When the central government listens to the opinion of concerned local government on a national policy it is related to, tension and conflict between central and local government can be reduced. Under the current Korean Local Autonomy Law, central government's control of and interference in local government is recognized while local government's participation in national policy making is not recognized. The relationship between central and local government is not equal. Local government's participation in national policy making will convert the superior-subordinate relationship between central and local government into a cooperative relationship.Central government represents national opinions and interests while local government represents regional opinions and interests. As a way to incorporate regional opinions into national ones, local government's participation in national policy making is necessary.This study examines the theories and systems of local government's participation in national policy making by studying the Japanese examples. Then, local governments' participation in national policy making under the current Korean Local Autonomy Law is discussed focusing on the following; 1) Central government's effort to find out the opinion of local government 2) Exchange of opinions between central and local government
