AB - The decision of the public utilities charges is very important to citizens because it gives daily life of them big effects. So most of citizens are concerned with the amount of public utility charges. In this paper, the method of the rights of comsumer in the decision of utility charges is examined thoroughly concerned with standing and administrative measure. This paper is constructed as follows; introduction, the concept of public utilities charges, the concept and rights of consumers, the principles of decision of public utilities charges and procedures, judicial review, and conclusion.
