ABSTRACT

The objective of this study is to revise the Land Use Law under the 'Low Carbon, Green Growth Act' in Korea. Green growth of present Lee government can be regarded as an other expression of sustainable development. It contains such policies as avoidance of CO2 emission, protection of environment, keeping the quality of life. Although green growth is basically a strategy coping with climate change, diverse and careful efforts on basis of green development, particularly in the area of territorial or land development, must be undertaken. Because land use for green growth can be achieved on the balance of economic development, environment protection and social unification, which are the three elements of sustainable development. From the viewpoint of the Land Use Law system, there are various missions for green growth. At the first time, There are also problems of the value collision in the process of green growth. Green growth has various values in itself like environmental preservation, peace, happiness on one hand, growth, job, competitiveness on the other hand. These values have their own directions, therefore it is very difficult to adjust them, even to control the activities. In details, there are also many works to organize green growth in the Land Use Plan, to concrete environment in land planning system, to create proper land use planning system, to compensate the sacrifice of the people, and to support the activities rationally.
